Service Users sync fail - IP Office Server Edition R10.1

Hi all,
At a customer they have several service users on the IP Office Server Edition.
Setup:
IP Office SE - Primary server - R10.1
3 IP500v2 expansions

When using the "Sync. Service Users and System Password" in the WebManager, this does not replicate the users created on the primary server to the expansion systems.
Does any of you know why this is not replicated?

Are the security passwords the same on each system?

Sorry for my late answer.
I will run through the sec.passwords on all sites, and check if the sync. work.
