second level call forward no answer

Anyone know steps needed to get SFA second level call forward no answer working?
We have system manger 6.3.12 CS1K is 7.6
I have SFA allowed, but is not working.
My understanding is SFA allows me to have my extension hunt to an extenstion, if that extension is not answered I follow that extenstion's hunt?

Do you have the SCFW defined (2nd call forward DN)?

I use element manager SCFW is not a feature. BUt we did figure it out. Thank you

Second Level call forward (forwarding a forward) requires LD 10/11 class of service options: FNA, SFA (Second Level CFNA Allowed) and CNIA (Call Number Information Allowed). SFA won't work without CNIA, and both are default disabled.
