scn unconditional forwaring issue

If site A calls an Extension on site B and site B's extension has unconditional forward turned on pointing to another phone number. Site A then tries to call the number in the unconditional forward instead of using the voip link and and calling out from Site B.

This is an issue since site A and B are in different area codes.

Avaya support said its a known issue and they are working on it.

Does anyone have a work around. Avaya said to try setting up a voip trunk using and to put the whole phone number in as a short code, but that didn't seem to help.

Any ideas?
