SCN Problem after upgrade

After upgrading a customer with 2 sites from 3.2.53 to 4.0.10 we have some strange problems.

On both locations we use IPO406, VCM4, and the same software. The problem is when we reboot site A, it is not possible to call site B by SCN. When we reboot Site B it is not possible to call Site A by SCN.

The same problem for Phonemanager (Lite). Site A can see all users of Site B after reboot of Site B, but site B can not see the users on site A in the phonemanager. And also the other way around.

We checked the complete config, it was working fine under 3.2 but we have no idea what causes these problems.
 
Open 'TFTP' viewer and check to see if your system is sending / recieving 'avrip' messages.
 
yes both sites are sending and receiving avrip messages. when I make a change in a huntgroup or name you can see in the monitor that the other site is updating this information but still it doesn't work.

In the system status application I see the voip transmission line, which is working. but under the alarms I don't see that there is an connection / link with another site.
 
I had something similar with 2 500's.

Site a blew a fuse. site A could call site B but not other way round. caused havock with advanced networking too!!

a reboot of site b fixed wours though.
