SCN Breaking over WAN 1

I have a SCN built between two sites, IPO 406v2 and SOE. The vpn has not been that consistent, DSL at remote site. When the link fails and comes back online the SCN breaks between the two sites. The way I fixed this the first time was to disable the scn and rebuild (change) the remote site's (SOE) dial plan and reestablish the scn. The next thing I tried was upgrading to 4.05, also defaulted the config of the soe and rebuilt it. Appears to be corruption in the embedded dial plan somewhere. When the scn breaks the phones get the incompatible error before hitting the second number of 3. I tried forcing the issue with short codes and get the same error.
Any info on this issue would be greatly appreciated.
