scandisk runs forever on startup

I manually shut down after each of ME's frequent lockups. After one of the first of these forced shutdowns, SCANDISK fires up whenever I boot. I don't mind this, but, if I did not cancel, it would run forever because any disk activity seems to make it start over. The disk activity likely comes from some program in my startup list. Should I: (1) remove all programs from the startup list, (2) run SCANDISK from SAFE mode, or (3) do something else???
 
disable all programs in start up.

Not to sure butt, check to see if its doing standard or thorough, if it says Thorough, then it could take up to 5 hours (no joke)
 
Go to for a list of startup programs. Do not eliminate all programs, some are required for Windows to start.

And yes, from the safe mode, run the Disk Cleanup, Scan Disk (Standard Mode, Auto Fix Errors) and then the Disk Defragmenter.

That should eliminate some of the freeze ups and help ME run a little quicker.

besides stopping everything except scanregistry and system tray i also delete the contents of the applog folder.

In Windows 98 and Windows Me, the Task Monitor tracks which programs are launched and how they load from disk, and it records the info in the Applog folder. The Defrag utility then uses this info to provide special optimization for the program files you use most often. Rather than rearranging the clusters of these files in sequential order, Defrag rearranges them in the order they're loaded when the program launches.

This specialized processing reduces the time required to launch certain programs, but you may prefer to trade that speed for disk space. You're perfectly free to delete the entire contents of this folder, but Task Monitor will start refilling the folder right away.
 
I'm also having trouble with scandisk. I start in safe mode with nothing in the startup folder and still get the message that scandisk has tried 10 times to run, but another program or windows is trying to write to the hard disk. I have no other programs running. What could this be?
 
Why are you running scandisk? (have you another problem?)

You could try booting from ME boot floppy and running scandisk from there.
