As a suggestion.
Incomming call route assign a DDI to go to voicemail option in the drop down destination list.
Make sure all users have a voicemail password.
Dial DDI and it asks for user name and password.
Alternatively you can have a vmpro AA transfer to a:
*99
Voicemail collect
tel number: anonymous.
Which is the same as the DDI method above.
Good luck!
