restrict certain users on a phone

There is a phone in an exam room that patients are using to make outside phone calls when the doctor is not around. The doctor wants to know if it is possible to restrict the phone in such a way that he can still make outside calls but patients can't.

If any other information is needed I would be glad to post it. Thanks a lot and sorry for run on sentences.
 
ONCE YOU RESTRICT THAT PHONE THAT'S IT, NORSTAR DOESN'T HAVE ANYTHING LIKE FAC TO RAISE THE COS OLD ROLMEN WORKING ON NORTELS

Okay, thanks for the answer. I was hoping cos password could somehow be used.
 
You can restrict the phone by assigning a filter with any kind restriction you want and you can use override password (6 digits) to override the restriction.So for the patients you can allow them to dial like 911 or whatever,and for the Doctors they can dial Feat. 68 and the password and they can dial any numbers they want as long the restriction filter allowes,and after the calls finshed the phone goes back to restricted.I hope that helps. Sure you can fully restrict the phone and set up a class of service password, then go to the phone hit the line or pool code press feature 68 followed by the cos pswd and dial out unrestricted. You would have to enter the cos pswd for every call and your cos pswd must be six digits long
