I think your best chance of getting a CPU license is to try to purchase a CPU that has all of the licensing already there. At the very lease you will wind up with a spare CPU.
I am pretty sure it does not need any licensing, however it should have a minimum of r3300 software. CPU software version can be found in MaTWorX after log in , or in CMD F85>FF02,03,04,05
When we recently switched everything to NEC VOIP we Ewasted 50 some IPS2000 systems most with CP24's maxed for stations and CCIS lic. We checked with several vendors asking if they wanted the cards for free just pay shipping and they all declined.
