replacement chassis not booting

I just replaced a faulty IPO v2 chassis and it will not boot. the Cabinet is PCS 14 and the old system SD card is a PCS 07. It just keeps booting flashing red and never comes up. I've never had this issue before.

Do you have the cards plugged in..remove them all and see if it boots up correctly and you can access it.

If it boots ok now then plug in each card one at a time.to see which ones works.
If it all comes up ok then plug in each cable one at a time to see if each phone comes back up.

You haven't said what you have done to trouble shoot this.

Is it al digital or IP phones..etc.
 
You could also watch the DTE boot and see where it is stalling out.

System was totally out of service with no lights on and no power to the 9508 digital sets. Only 3 phones, and one combo card. First I put a new power supply in the existing chassis. Same symptoms. So I got a new chassis and installed the system SD card and combo card and powered it up. This time all the lights came on and it started to boot. the lights on the combo card went solid red to flashing red and still no power to the sets. then went back to solid red and to flashing. This continued for about 15 min and still didn't come up. Will try bringing it up without the combo card installed.
 
More than likely it's a faulty combo card.
Make sure you have all cables unplugged from the card.

Power it up with a new card.
Check the old card for burn marks.

If it powers up correctly. Then plug in one cable at a time and make sure the phone works.

A computer plugged in to the extn port can bring down a whole system..
but usually it burns out the card port.
