Remote site gets a busy tone when calling main site

Hi, when a remote site calls the main site, they just get a busy tone, but the main site can call the remote site fine.

both are IPO 500's the remote is 4.2.17 and the main is 4.2.20.

I'm not sure what else to provide, i'm no expert on these as you can probably tell )
