Registering mso97rt.dll

Hello, I have an access 97 application and have determined one of the users is referencing the Office
2000 object library. I tried running regsvr32.exe "C:\Program Files\Common
Files\Microsoft
Shared\VBA\mso97rt.dll" but this give me the following error. C:\Program Files\Common Files\Microsoft
Shared\VBA\mso97rt.dll was loaded, but the DLLRegisterServer entry point was
not found. This file can not be registered.

How do I get the mso97.dll to be referenced over the mso9.dll? As I'm using the runtime and don't install
access on users machine I can't simply reset the reference through access.
