Quickbooks 2001 Installation trouble

I am trying to install Quickbooks 2001 pro and I keep getting an error saying:
"QuickBooks setup has detected that this system should be restarted before installing software. We strongly recomend the you restart your system now.

There are pending file operations."

I have restarted a few times alread and still get the same message. Anyone have an idea why I keep getting this same message?
