This is just thrown together and maybe we can turn it into a real FAQ. As far as I can tell the locked 46xx phone is not documented anywhere much. Feel free to feedback or contribute.

N.B. Refer Avaya 46xx installation instructions:

Q. How do you know you have one of these phones?
A. When you plug it in, it comes up with "xx Mbps Ethernet" but won't display the "* to program" message. Similarly won't respond to any of the option codes (Hold, number, #)

Q. How can you get this phone on your network?
A. Set the DHCP option 176 as described here:
N.B. this is for a Windows DHCP server. Change if needed. You must have a DHCP server, the phone cannot be programmed manually. This sets everything except the extension number.

Q. How can you set the extension number?
A. If the phone asks you for an extension number try putting one in. If the phone displays "Invalid" in response you will have to force it off the network by unplugging it, logging another phone onto the extension number, then plugging it back in, then the phone will let you enter a new extension number. The LOGOFF option code does not
work for this.

Q. Why are some Avaya 46xx phones locked against manual configuration?
A. What was the question?

YMMV

FAQ:
Unlocking a locked IP Phone:

You need:
IP Office as a DHCP server
Either Manager or CF card as fileserver

Edit the 46xxxsettings.txt:
enable/edit the following lines
## SET OPSTAT 111
remove ##
## SET PROCPSWD = to SET PROCPSWD = ""
remove ## and add "" at the end

power up the phone and let's hope it is set for DHCP...
If DHCP works then after reading the 46xxxsettings.txt the phone is unlocked.
If no DHCP then use Wireshark to find the ip addres of the phone and the ip address of the claaserver stored in the phone. How to do that? Another FAQ must be made.

How do I change the 46xxsettings.txt file on the embedded card?

Embedded file management utility doesn't show this file on the card and won't let me upload anything, maybe the file is saved somewhere else?

But which is better?...There's only one way to find out....Fight [lightsaber]

ACS - IP Office Implement

"What the Crocodile Hat....was that?

Pull the CF card out of the ipo and put it in a card reader
Then open the file and edit it

ACS - Implement IP Office
ACA - Implement IP Telephony -- ACA - Design IP Telephony

Women and cats can do as they please and men and dogs should relax and get used to the idea!

and another way you can force a phone off the network is
- Delete its extension in Manager
- Turn off extension autocreate.

Then it comes up
"Avaya 4620 Phone
Please enter new extension number
