problems with voice not picking up while on the phone

I have a problem with a phone not picking up after 3 rings while on the phone. phone and mail box have both been recreated. Any suggestions. They say it sometimes works and sometimes it does not.

Sorry, I think faster than i can type. The voice mail is not picking up after 3 rings, while on the phone. Works fine when the phone is not on an active call.

what system/ voicemail?
does it go to VM after u hangup the first call?

The system is mics unit with startalk voice mail. The phones are not programed to have a role over or 2nd line. If line is busy it should go to VM. When phone is in use it just rings and rings. When phone is not busy VM picks up fine after 3 rings.

does the Norstar phone audibly ring for the second call.
Does a light flash? What kind of lines?

May want to set a second "Itcm" button on phone.

If line 1 isnt rolling over to line 2, then they should get a buzzy ..
