Problem with Virgin ISDN30

Has anyone experienced problems with an Avaya IP Office 500 v2 connecting to Virgin/Telewest ISDN30 with Nokia NTE? The ISDN30 has 15 channels. For some reason we experience engaged tone on intermittently on incoming calls. There are plenty of free channels available when the calls are made. We have so far swapped out the PRI card and checked all the incoming call flow and all. Any ideas? Virgin insist the ISDN30 does not have a fault.
 
Do you see the call in monitor?
If not then the call is not send to the ipoffice.
Do you have set the PRI to 15 channels or is it still on 30 channels?
You must set it to 15!!!

I'm not insane, my mother had me tested!
 
I've given it a final reboot and it seems to have cleared the fault. Maybe Virgin did something afterall!
