Can you log into the system? You may also need to have Telco bring their side back up. Because if they were receiving alarms from you all night then they might have put their end into a maintenance mode.
if you can't get to 60 or 96 contact someone with the password or hope it's always the far end.. the problem with not having access, if your taking hits on the ckt, they are tracked in the lcnt table, when that number reaches the thrs programed in 73, the t goes down.. the provider can do backflips, the ckt stays down until the counter is cleared (rcnt).. IF ld 60 is in your drol, then a midn will clear it.. ld 21 prt ovly. ld 17 chg ovly and add 60 to drol then IF you have access to 135 midn, a very slow way to clear a counter and if you are expected to keep the trunks up, get access to all the maint loads.. you can't break the switch from maint, just dis and enable trunks ckts and stations
Are you logging in with a user name? If so is it the admin1 or admin2 or something else? Can you get into any maintenance loads (ld 32, 37..etc)? If not try logging in and typing who it will tell you if someone else is logged in, if they are in a maintenance load this would prevent you from getting into these loads.
