PPP to s8710 - standby answering

I have 3 sites that use a single PSTN line for dial in.

The way I understand it is that even though they use the same line only the active server should answer.

However, the standby and active servers answer alternately. I have tried dialling in 10 times in a row to the systems and the servers alternate each time.

How can I get only the active server to answer?
 
1 to 3 rings the active server should answer, after that from 4 to 5 rings the standby server will. Please take note of the number of rings when the modem answers.

I had modem problem before somewhat similar with this, we did upgrade the multitech USB modem as recommended by Avaya and the problem was solved.

 
I have tried that, I think they are on 2.27m do you know what firmware you upgraded to on the modem?
