POT Analogue Lines stopped working! 1

We had a power outage on the weekend at the office, and now our analogue lines wont work. We have an IPOffice system with the following components:

IP406V2
IP400 DS
IP400 Phone

Now the telephones hooked up to the 406 and 400DS are working fine. All the control units have power, but for some reason the analogue lines return number busy everytime you try to dial them. Also, instead of a dial tone on the lines, you just get one high pitch whine. Does anyone know what might be causing this? Is there a sequence I need to power back on in (for example boot the main control unit, the 406V2, last?)

always turn the 400 modules on first,wait a few moments, then the 406 control unit, try that and see if that corrects your issue
