Phone shows Call Rejected when using the Call Steal shortcode

Hello,
One of our receptionists at a different location from me is having issues using the Call Steal feature. When she dials *46 to reclaim a call, she gets the "Call Rejected" message along with a humming sound. When I try it on my phone at my location, it works perfectly. It sounds like a setting is not enabled for her but I can't find out what I'm missing because everything seems the same as mine. Any help would be appreciated. Thanks.
 
Did you try reading the help about call steal?

Directly quoted from the help file:
"This usage is subject to the Can Intrude setting of the Call Steal user and the Cannot Be Intruded setting of the target."

If it works for you and not someone else I will bet that the Can Intrude is not checked for that user(or you are trying to steal from someone with Cannot Be Intruded checked). Please verify these settings.

The truth is just an excuse for lack of imagination.
 
Yes I verified both of those settings. I unchecked "Cannot be Intruded" for every user and also checked of "Can Intrude" for her. She says it still shows as Call Rejected. I don't think those settings have any effect on Call Steal however even though the documentation says it does. I can steal any call from any phone regardless if the "Cannot Be Intruded" option is checked off for that extension. It doesn't make any sense.
 
I'm on version 9.1.907 for Avaya IP Office btw.
