phone ring choices on t7316/7310 xc 6.0

i have an na 6.0 mics xc. the ring choices under feature star 6 upper left key soft button to chose 1 to 4 for distinctive ringing does not work. the target line is set to distinctive ring none. cannot change ring even if i press 1 to 4. it says not allowed.
i can change distinctive ring on target line only thru config programming for that line.
customer cannot change ring using f*6

help appreciated

Check to see if set lock is turned on for that extension?

all phones in the system are affected and none have set lock capability turned on.

There are a total of 4 ringing patterns for a set.
If you chose a rining pattern sat 2 for the target lines, then only options 1,3,4 are available.
If teh hunt group has a distinctive ring - that eats up another pattern

for changing the ring type of a target line - you need to login to do the programming.
the user can change the ringing pattern for the non-targetline calls

no hunt groups installed and distinctive ring set to none all sets. when you touch any phone in the system using feature star 6 it will not let you change the ring. when you touch next it does nothing, when you touch buttons 2 or 3 or 4 its says not allowed.
