personalized queue

Here's a little challenge that I'm having a bit of trouble getting to work correctly.
I would like to create a personalized queue that works as follows. When a customer calls the BELA salesperson directly, they will get a voicemail with the option to wait if they are busy. Or dial 3 to get to the reception.
I have done this by creating a Hunt Group Q BELA and enroll her in this as the only one and when calling her directly, I point to the hunt group and everything works perfectly.
Now comes the challenge :)
When she logs out of her group, an overflow must be made to a voicemail message that tells that the employee is absent and you can enter 2 for a colleague or 3 for the reception.
I have done this by creating a new group called "Staal vest omst" in this group I have a user StaalVestFlyt.

The user "StaalVestFlyt" has no physical extension number and is not logged in. But I have made a Twinning to shortcode 9339 which is a Voicemail Node with the desired message.

If I log in the user StaalVestFlyt, things work. But as soon as the user is not physically logged in, my overflow does not work.

Any good ideas?

My thoughts would be to create an Auto Attendant for the 2 options
Set option 2 to go to colleague extn.
Set option 3 to go to Reception .

Instead of logging out..use a fallback OOS button to change the group status to Out of service.
Create a short code that points to the AA
Then in Fallback add the short code that goes to the AA .

So when the user is absent they press the OOS button.
The call is directed to the AA node with the 2 options.

When the user returns they press the OOS button and the call returns to the original group.
 
Twin when logged out is enabled.

I need to log the user into a softphone or a physical phone for the overflow to work.

 
I've also thought about making a button to close and open the queue. But they already have a button that logs them out of multiple queues and I don't see how it's possible to make a button with multiple functions.
And asking the user to press multiple buttons will never work in reality :)
