Partner messaging mailbox add

trying to add a new user. the VM is a partner messaging release 1.0
Can someone tell me how to enter programming.
I know it's intercom 777 then the administration log in.
I tried 9997# but it did not work.

On messaging, after 777, will ask for mailbox, enter "0"
and password, default 1234. Mailbox are 01, 02, 03, 04
follow instructions..

I Only get options: password change, transfer to another extension or system prompt language change.

How do I create a mailbox?

Try , 777 0# Enter password, 6 digits for Messaging Dial 9, dial 2 for ext admin, enter ext number and # assign mailbox dial 1,
