Page Break & Keep Together Problem

I'm working on a report and I'm having problems with page breaks even though "keep togehter" is checked. The report looks like this:
Insurance Type State Amount
Auto Al
MA
CT
Total
Home NH
MA
..
..
Total
Some insurance types only contain a few states, but others contain all 50 states. Crystal Help says that "keep together" doesn't work with items longer than a page so i'm trying to come up with a formula.
Here's a little more info about the report:
Insurance Type is a group header and it is repeated on each page.
I'd appreciate some help on this. Thanks a lot.
 
What do you want it to do if the data is longer than a page? Change the font size? Put the data into columns? Repeat the group header on the next page?
 
If insurance type is a group, you can check new page after in the section expert for the insurance type group.

That way each new insurance type would begin on a new page.
You could still have an insurance type that was more than one page, but the insurance types wouldn't be mixed on a page.

What i want to do is keep the groups together when it goes to a next page. So if there's 50 states (which would take a page and a half) and the next Insurance Type only has 3 or 4 states, i'd like that "Insurance Type" group to be on the same page as long as it fits. The problem is that i don't know how many states the next insurance group has.
So basically I want what "Keep Together" should do.

The formula i have prints a new page after the word "Total", but if an Ins. Type only has 3 records, I don't want to print a new page, I want to fit as many as possible on one page.
 
You didn't specify which Keep Together you had checked.

Right click the group and select change group and select keep together within there.

I tried checking "Keep together" under Change Group, however, if the FIRST insurance type on the report has records that take more than one page, the first page displayed on the report is blank, it only contains the report header. The report is normal after page 2, the group heading are kept together the way i want them to be.

So is there a way of getting rid of the first blank page?

Keeping in mind it has the Report Header. And keeping in mind that for certain reports this problem doesn't appear since the FIRST insurance type has records that fit on one page.
