Outbound calls work for some, not all 3

Opt11 4.5 DID range 3100 - 3199
Phones programmed with extensions inside DID range cannot make outbound calls. Returns fast busy tone. D-Channel message shows call rejected.
Phones programmed outside of this range can call out without problems
I can program a phone with 31xx and call fails, change key 0 to 32xx and success. D-Channel message shows call processed.
Same phone same TGAR and NCOS. Same with local and LD calls.
I am at a loss guys. All help is appreciated and i am feeling generous with stars...

You don't happen to have an ISDN Test Set do you? I know the one I use I can have it send out any # on CLID that I want to. But unfortunately that would take your whole circuit down. How is this D-channel and route configured? NI2, Custom, what?
 
No test set. I know the circuit is NI2.

Can you make station-to-station calls okay? Maybe the issue isn't with the PRI, at all.
 
station to station is good.
site to site is good
just outbound, and only on specific dns
from one phone...
key 0 dn 3109 calls good
key 1 dn 3110 calls fail
key 2 dn 3102 calls good
key 3 dn 3103 calls fail

Have seen this issue before, it was a carrier database issue. The numbers were not correctly assigned to the site in ALL the appropriate databases. Some of the numbers probably belonged to other people/companies, but when they gave them up, they were never deleted/removed correctly, so there is a mismatch in the databases and the carrier blocked it, not knowing what to believe.
Call your carrier back!
 
the carrier never showed up to the vendor meet... i am not very happy today...

Threw out a Hail Mary to test.
Took a spare core card and programmed only the bare essentials.
All calls successful. Looks like database corruption on my CS1000...

Maybe out all those DN's. Do a data dump. Then sysload and rebuild 1 and see if it fixes it.
 
i might try that tonight after everyone is gone. anyone know how to remotely sysload?

Depending on your release and version

Using PDT:
reboot <-- does an ini
reboot -1 <-- does a sysload

If on Option 11 or Mini:

LD 143

If release is 5.0 or above:

No Go... Still not working.
Here is the game plan. I am taking my old Core card, having my vendor upgrade it to 4.5 then i will reprogram all the essentials and ship it to the problem site. after they swap them I will need to rebuild the extras (VGMC, CDP, VM...)
Thanks to all for your help. I wish the outcome was better, but at least I didnt lose my job.

How are you going to program it without the dongle from the site?
 
This card already had a dongle in place.

True, but your key codes need to match the dongle you are using at the site. Unless it doesn't have Call Pilot or Meridian Mail and your ISM's will work. Then I guess you are OK.
 
no CP, no MerMail (thank Christ!)
The vendor is regenerating the key codes for the H323 trunks.
Fortunately all of these systems were pooled together and software maintenance was kept through 4.5 so the upgrade isnt costing anything and the licensing can be moved around as needed.
