Out Going CID Name On SIP Trunks

Is there a way to send out a specific name for Caller ID on SIP Trunks?

I know how to send out a specific number but I cannot get a name to go out. I have tried on the SIP trunk URI as well as the user.

We have a county with multiple departments and each would like their department name & number to be displayed for out going CID.

No, the name portion of caller ID is controlled by your carrier. You can ask them to create entries in the CNAM database. Think of CNAM like a DNS server.
