opt81c 5.0 upgrade to cs1000mg sig server support

I performed a keycode upgrade on a 81c to convert to cs1000 and added a sig server, the keycode sheet reflects the system as being a cs1000 but in the system it still shows as being an 81c. After installing the sig server software and accessing element manager the web page shows Unknown call server type. The element manager home page does not cache the call server address.
When i access the pbx and run the command stat serve, i see that the pbx link as failed.
If i stat the SS it does not give me anything, it returns to the >: with no data returned.
Is it possible that the keycode file did not convert my system to a cs1000?

Did you build a new host on the CS. In ld 137 dis enlk and enl elnk to bring up your elan.
