Octel 200 does not call mailbox after 'startup' 1

I shutdown octel 200 /w 'shutdown' command and started /w 'startup'. When you call a busy extension instead of calling octel directly, it rings about 4 times and you hear 'enter the extension number you wish to reach or stay on the line for assistance'. It does not call mailbox to hear the greetings and let you leave a message. Any suggestions? Octel is connected to Ericsson MD110 BC12 SP9.

Did you check the serial interface by means of a BoB (Break-out-Box for RS232 / V24)?

Mon2 is the command to monitor the RS232 connection from the switch to J2. Run that command and then watch it and call the voicemail hunt group number and see if you get a ..821234501 record or something similar starting with ..82. 82 is the direct internal call record, 12345 is the calling party's extension, and 01 is the voicemail port number. The mon2 command should show the call records as calls are ringing into the voicemail system. If mon2 is showing activity that is a good thing. You may need to verify that voicemail port 1 is really wired to port 1, port 2 is wired to port 2, etc... on the DLC16 card. Was there a reason you did a restart (shutdown) on the Octel 200? Did you add a card or change something in the Octel 200 that required it?

I did a shutdown because the octel was moved from one location to another.
 
I have 3 hints for you.

1.
Since the OCTEL (and the MD110 also?) was moved from another location, you need to check for the common grounding. Make sure that you have interconnected the 2 boxes' chassis. (i.e. MD110 and OCTEL).

2.
Change the value of sys par 117 to 3 in the OCTEL.

3.
Earlier we faced problems when the voice mail port in the
MD110 included zeroes.
So do a VMPOE:DIR=1001&&1016;
And re-initiate: VMPOE:DIR=1001&&1016,IFCIND=3,PORT=11;
Also set this in the OCTEL: .m sys 175 ->5->2->SPACE->11

So, it will look like this:

Do a @ps to see the port status and call each port to see if you come in on. Or do a "@L T -> 1 -> c" and you will see all signalling in the OCTEL.

After tests i my lab it seems to be that the analog ports to the OCTEL are not connected to the right port.
MD110: EXDDP:DIR=1001; (EQU=x-x-xx-1) should be connected to the OCTEL port 1, and so on. All ports are (so it seems) wrong connected.

Signalling seem OK from the MD to the OCTEL.

I thimk the fault lies in the analog port, not connected right:
After tests i my lab it seems to be that the analog ports to the OCTEL are not connected to the right port.
MD110: EXDDP:DIR=1001; (EQU=x-x-xx-1) should be connected to the OCTEL port 1, and so on. All ports are (so it seems) wrong connected.

The problem has been resolved and your suggestion concerning the cabling was a 'golden' tip. Indeed the cabling was wrongly connected. It was very late so i couldn't call back. May i take this opportunity to thank you for all your suggestions, tips and tricks. You have been a valuable resource for me in this issue. All i can say is thank you very much.

Nice to get your updated status!

These 2 very good systems (MD and OCTEL) just work stable and reliable, when installed correct.

"Next time":
Call each port in the OCTEL (here 1001 to 1016).
Make a @PS for each call and see that the correct port answers.
From the . - prompt, do a :
