I am trying to prevent specific groups and people's ID from being able to Distribute Packages to Distribution Servers. I have removed Distribute from all groups and individual ID's. But people are still able to build and distribute packages. Am I missing something?

Set those users to Read Only under the security section of SMS, they will be able to see the container but not its contents or use its features.
