Try using tcpdump or tethereal on the s8730 to check out the packets to see if they are reaching the system.
Also look in /var/log for ntp-related messages.

I had this problem once before, and it took several interchanges of the servers before I was able to get them to work properly. I called Avaya, they told me it was not necessary to do an interchange after enabling/changing the NTP settings, but in my experience, they are wrong. People here in my company use the time on the phone as their source for correct time, and it must sync with the network time, the time clock time, their computer time and so forth. The whole world will begin to stop spinning, if the phone switch is off more than 30 seconds. I don't have the screen up at the moment, but you need to make sure the firewall settings allow for NTP to be passed though, and there is a status on the main page on the server, that will check the variance. If there is a variance in there, I would bet that it is working, you just need to do the interchanges. Hope this helps...
