Just incase you don't have a Nortel Login to view the Bulletin here is most of it:

Reissue Reason:
GPS has developed patch MPLR25183 for 5.0W systems using the VNS feature.
MPLR 25183 allows the VNS DCH to establish after upgrading to 5.0W
Patch is currently in LTD status and we are working to qualify it for GEN with in 10 Days
Any site that is upgrading with VNS should obtain the patch prior to upgrading.

Background:
NORTEL has received reports that after upgrade to 5.0 those sites using the VNS feature are unable to enable the
D-Channels associated with VNS. We have also received reports that new installs attempting to create new VNS
D-Channels are unable too.

Analysis:
Multiple reports from sites indicate that after upgrade to 5.0 the DCH is disabled and unable to establish. A new install has
also reported that the feature can not be implemented as they were unable to create new at 5.0 a VNS DCH

Recommendations:
All sites with VNS on lower releases and all new installs should carefully review the impact.
Loss of VNS service maybe a major impact to service.
There is not current work around or fix

Required Actions:
This alert to be updated each Friday until acceptable work around or fix available.
