not getting the ring back tone some times

Hi
we have nortel 61c in our office. Whenever we dial any mobile or ISD number the call is going through,but we are not hearing the ring back tone from the dialer phone. I have checked the DTR in LD 20 and all the ports were showing IDLE.Could you please tell me what needs to be check for this?

for the last 7 years the PBX system was running with the existing configuration. Last 1 week I am facing this issue. Some times calls are going through and some times giving blank and busy tone(Cause 127: Internetworking Unspecified) error. Do I need to change as your previous email to make the phones work?
