norton personal firewall trouble

So this is the situation:

I am part of a network, running windows XP, the main computer is connected to the internet and runs WIN2K, the fire wall software on that computer is
'NortonPersonal Firewall'.

My problem is:

I want to be able to play games online, but the firewall is restricting me from doing this. I wan t to use 'Game Spy Arcade'

What I have done:

I have tried adding 'rules' from the list of ports located in the game spy help menu, to the add rule screen in the personal firewall manager. This didn't seem to have an effect.

Could it be that the Administrator of the network has configured the network to block certain functions such as gaming or access to adult sites?
 
how do I configure the firewall for online gaming, and how do I configure the network to unblock these fnctions?
