Nortel to 8700 to G3SI dial tone waive off

Need help on one mystery dial tone waive off. I have a complex setup here; imagine "8700" as the middle man in this scenario.

1) I have a Tie Trunk between a G3SIv8 to the "8700" works fine 2 way
2) "8700" has a Tie Trunk to Nortel using a dial code 222 works fine 2 way
3) All Calls 2 way between both AVAYA Systems work fine
4) Calls from G3SI Tie Trunk to "8700" to Nortel Tie Trunk using code 222 then Nortel Ext work fine
5) Calls from "8700" Tie Trunk to Nortel using code 222 then Nortel Ext work fine
6 Calls from Nortel Tie Trunk to "8700" using code 445 then AVAYA Ext works fine

PROBLEM:

7) Calls from Nortel Tie Trunk to "8700" using code 445 then #925 to G3SIv8 Tie Trunk stop at # AND get busy dial tone?

Nortel tech says they cannot use # in the Nortel switch dial plan. Is there any work around we tried setting up an AVAYA VDN/VEC with a route to:#925 but get no dial tone from the Nortel? However if we put in a full extension in the route to it works. But only goes to one extension. The problem I believe is on Nortel side
