I have a Nortel Norstar phone system and line 1 is completely dead on the system. I have tried changing the pair on the telephone block to a new pair but that did not resolve the problem. I powered cycled the phone system and this still did not resolve the issue. Is there another way to get Line 1 back into service?

i currently have a Norstar Modular ICS 6.1 phone system this is an addendum for my thread posted.

You need to check the demarcation point of the line, (with all other cabling disconnected) there are good chances the telco cut it by accident. Make sure there's not a Norstar Phone plugged into the power-fail jack.

i checked the demarc and all the lines were connected did not see any break what so ever. Is there a way of resolving the problem or moving line 1 to a different line?

On the block you have 8 spots, click FAQ's tab to see the wiring diagram near bottom.

You can swap it with Line 2 to test, if Line 1 is good on Line 2 position then you have a bad amphonal or bad CO port on line card.
If you have 2 line cards then power down the system, swap the line cards and see if it works, if it does but line 5 does not then you know it is the card.

Butt set would be a good start, or a punch down tool. If you can't resolve it with these tools call a Nortrel dealer!
