No coverage after xfer from vector

Hello all,
G3V8; Trunk call is routed to vector, "Press 1 if you know the ext"
Route to digits with coverage "y"
If the caller presses 0, & asks the attd for an ext, the unanswered call covers to VM
If the caller presses 1 + ext, the call will ring forever at the local (no coverage).
Any suggestions? Thanx

Hi, additional info
If I change the coverage path so that all outside calls go to coverage, the call will cover. It's just when it's set to go after 3 rings that it refuses to cover.
List trace shows it as a trunk call.

Just something that comes to mind: does your vector start with a "wait x secs hearing ringback" step? I have experienced that funny things can happen when a vector doesn't have this first step.
