Nitsuko 128i T1 Problem (Dial Delay) 1

A Client of ours recently switched their dial tone to another provider. The interface is standard inband T1 (not PRI). No programming changes were made to the telephone system. Shortly after the conversion to the new provider, they started experiencing a delay when dialing calls. It is taking about 7-10 seconds for the system to transmit the dialed the number to the carrier. If we do a direct trunk selection, and dial, the call completes immediately, as expected. When dialing 9+Number, they expreience this delay. The system is really old - 15 years or so - I am suspecting a T1 or processor issue. Has anyone run into this problem and if so, is there a fix?

Any feedback would be sincerely appreciated.
 
Might try upgrading to 3.6 chip on the T1 card in case the problem has already been resolved in software otherwise problem may be is automatic route selection. I would make sure to do a fresh downlaod before making changes.
