Night Service Voice Mail not picking up on all lines

We have a Partner 18D Voice Messaging system, Release # ACS R3.0.3 CO1. We had a power outage but were lucky in that everything works fine except for this problem.

When our Night Service button is on and a call comes in, only Line 1 will pick up and play our recorded message. The other 2 lines just ring. Is there something that can be done to rectify this? I've read over the forums, but not knowing the technical lingo, it looks like there are several things that I could try. Thanks in advance!!
 
Checked it, line 1 was assigned, line 2 was not so I dialed 2 to assign it, then when I tried to assign line 3, a message came up in the display saying VMS Line Cover and wouldn't let me do anything further. Line 2 and 3 still won't pick up. :(
 
Sorry, I didn't explain it fully. This is what I did

However, it didn't work and lines 2 and 3 ring instead of voicemail picking up.
 
I can't get to the point where I would change 1 Always, 2 Day Only or 3 Night Only.

It just beeps a long beep, same if I try with line 3
Do I need to do line 1 first?

also, I don't understand your statement above, "If your lines only answer when the night button is on". Line 1 answers when the night button is on but line 2 and line 3 don't.
