NEWB Cannont figure out Call Log Dialing 91

Hey Guys,

I have read every single thread on this, I cannot get this to work. I want the call button to dial 91 before long distance calls (from the call log). What am I doing wrong? I edited my 46xx saved it, rebooted it. I've tried every combination of things I've seen online with my last attempt being below.
I have about 30 5410's and a few IP phones.
IP406 Office
IP Office MGR 6.0.5.0

It's completely ignoring any changes I make in the 46xx file.

## Telephone long distance access code
## example:
SET PHNLD "91"

## Length of national telephone number
## For example, 800-555-1111 is a length of 10.
## example:
## SET PHNLDLENGTH 10

## Outside line access code
## The number you press to make an outside call.
## example:
SET PHNOL "9"

I also tried the same thing without the
 
Ad 91 in the prefix field of your lines in manager. This will add 91 before every entry in your call logs. This will cause a problem trying to dial local numbers from the call log because of adding the 1 in front. You would then have to adjust your local dialing short codes in the ars table to absorb the 1 to make this work right for your senario.
 
SuperJenks, It kind of worked.. however now every time a user hits 9 for outgoing, it adds a 1 automatically. Does this also have to be fixed in the ARS table? If I fix what you mentioned in the ARS will that take care of both problems? Sorry for my ignorance.
 
it will only add it in the display. it should not be dialing the digits.
