Networking troubles - TCP/IP - Hanging IE

Symtoms:
- Open IE or other network connected apps(Media player, sometimes Outlook too) and it freezes.
- Does not happen wth Netscape though.
- I have to go into task manager and kill each app, usually IE

- Event logs show troubles in the Application area:
Hanging application iexplore.exe, version 6.0.2800.1106, hang module hungapp, version 0.0.0.0, hang address 0x00000000.

- This is the interesting System one:
IP could not open the registry key for adapter TCPIP\Parameters\Adapters\NDISWANIP. Interfaces on this adapter will not be initialized.

- DgiVecp service won't start because a file is missing. I did see a hard disk controller error a while back. I tested the drive and did a repair and then a compression, but didn't see any improvement.

A lot of the info I've found makes me think that I need to reinstall the TCP/IP modules and the PPP(I've had trouble connecting to Verizon's network with my cell phone and keep getting a 720 error which maps to a PPP protocol error).

Of course in XP you can't just reinstall these protocols. I found a KB article on MS about resetting the reg keys for tcpip and did that. It was a command line deal for which I did't save the instructions. No improvement.

Any ideas?
