Multiple Line - Call PIckup

I am struggling to find how we can get our Call Pickup groups to be able to grab a call from a second or third line. If we have a user talking on line 1 and someone else calls, the Call Pickup does not work unless line 1 is put on hold first? Is there a setting that controls this to where if I am on the phone and someone else tries to call me that another handset can still use the Call Pickup button?

Try call pick up any..usually *30
On a 1416'1408 , 1616,1608, press Feature-pickup-any or enter extn number

Add more call appearance buttons.

More information on how the call rings in would be useful,
Does it ring a group
Is it just line appearances.
Etc.
 
Each phone has 3 line appearances (a=,b=&c=). I setup the group with the collective and sequential calls disabled so each individual user is added to the group but the check boxes are off as I didn't want the calls to ring any difference. All phones are the 9504 digital lines. The button programming as of now is set to Call Pickup Members so they do not have to use the short codes.

The ring is as follows.

Outside caller calls into 6582 and line appearance A= rings so the call is answered. While on the phone, someone else tries to call 6582 so now line appearance B= begins to ring. This is where we have the problem because another member of the group when using the Call Pickup Member button will not pickup Line Appearance B.
 
Line appearance B will only ring if it is setup as Collective Call Waiting though.
The first member should get the ring as well and should not need to pick up the call via pickup button. Try from a NON-member in the group to pick it up.

Create a separate group and call it pickup1
Add all the extns as members
Create your pickup button as call pickup members and enter the new group as the action. Pickup1.
 
Thanks guys for the advice. Come to find out, the way we have our system laid out with 2 control units. A user on Control Unit 1 cannot pickup a second line on a phone that is on Control Unit 2. We are going to have to shift phones around for the additional call appearances to be seen.
