If customer network has 30 sites the Main site will have 30 IP trunk lines. Each line must have a unique number within the system. ie lines 101 to 130. As you cannot give a line a number greater than 249 there are not enough numbers avaliable to have unique line numbers over the entire network, will it cause any confusion if all branches have all 30 trunks numbered the same.
 
The line numbers are only used by the local site for reference so yes all sites could youse the same 30 line numbers.
However if you are carfull with the numbering plan you should be able to reduce ne number of lines

ie:
site a - 200-299
site b - 300-399
site c - 400-499

site a only has a line for site b,
to call site c send the callt o site b & let site b forward the call on.
the direct media path option should free up the VCM channels at site b
 
I have sites where the direct media path causes the systems to reboot, ever seen this
 
Check the software versions, if it is the latest release then I would suggest a bug report to avaya is needed
