Help!!!

I have an MCIS with a PRI. The trouble I'm having is (sporadic) the the client tries to make a call, sometimes they get "Line is Busy" Outgoing lines pull from Line pool A. Line pool consist of Lines 1-019. 90% of the time you can make a call just fine. and then the "Line is Busy" will hit. Even when there is no one else is on the phone. I have tried resetting the phone system, resetting the PRI card. moving line 19 & 18 to different pool so system would start pool with line 17. Problem still exist. I have verified all programming, I have tied up to five lines at once to see if it would give me "Line is Busy" and it did not. I at my wits end. The site did have its telco circuit go down and they had to replace the onsite DSU which provides the PRI circuit and couple of analog lines. I think the problem is with telco and some channel issues but as usual telco says it not their issue. Can anyone please point me in the right direction I need to go. thanks
 
fractional PRI or full 23 channels....I have no clue. All I know is Line 1-19 are line pool A which is what is being used for all clients call out on. each set has its on target line and the target lines start at Line 145
 
If lines 1-19 are in pool A then you do not have a PRI.
 
What's with the lines? This ought to be about routes and destination codes for PRI access.
