Mics 7.1 calls drop 3

I have a Mics 7.1 with copper trunks only one month old. Customer says they are on the phone (T-7316e) the display goes out, call drops, display comes back on immediately but call is gone. This is not a restart where phones flash. Display comes back and line buttons that were in use come back almost immediately and they can make another call. this does seem to happen after several minutes of being on the phone. Has happened to at least 3 separate extensions. all new Avaya T-7316e phones.
 
There is a Surge Gate M4KSU surge protector plugged into the electric outlet and a Tripp Lite TE-600 UPS plugged into the Surge Gate. The MICS and CP 100 are plugged into the Tripp Lite UPS. I have 19VDC across tip and ring of unused extension ports and 17VDC across tip and ring of an extension that is in use. It could very well be a power problem but I don't know what kind of voltage I should have at the extension ports. Any and all help will be greatly appreciated!
 
If it only happens to outside calls then I would also check the Loop Current on the lines. i know that can cause strange things to happen. Check out Sandman.

Symptoms of High Loop Current Include:
Cut-offs & Squealing on Lines

 
Try swapping the extensions around and see if problem persists because there has been some issues with newer t-7316e
