Have the mailbox user record their Personal Verification. What you are currently hearing is what happens if personal verification is not recorded, and Meridian Mail is trying to use that within its prompt to the caller.
Well, let me ask you this: how are the callers getting to voicemail? Are they being transferred through Express Messaging (usually a switchboard operator or secretary will do this)? In that case, if the personal verification is not recorded, the system will play "mailbox xxxx, followed by the external greeting. It doesn't fit the situation, as you've noticed, but there it is. Once the personal verification is recorded, you'll just hear the personal verification and then the prompt to leave a message after the tone. If, however, they are calling the person's phone and it forwards no answer to voicemail, maybe there is more going on than this.
