Merge, does it merge immediately? 3

I am trying to make a few changes and am pretty green to the system. When I make a change and save it usually it says merge. When I approve, does it make the changes immediately or over time?
I made some changes and then tried to test and it didn't seem to take, so I changed things back as before and when I tested again, some of the changes appear to have been made and hadn't changed back yet. If it's true, that they take awhile, how long before I test?
This would explain alot if I'm right.

I'm old school, build system, receive config, reprogramme in Manager, send config

in fact since the V2 and muppet mode, I build system according to a previously built offline config, then send pre-built config

They are often caused by a corrupt config rather than a complicated/unusual one

I haven't programmed a system in Manager in YEARS. Even with validation turned off it is to slow for me.

But doing it the "old school" way can be an art.
