Yes there is, but maybe not in the way you think. Muting the conference is/was only possible in Conference Centre.
Right off the top of my head:
You can put in two Tests for a variable, one just in front of the transfer to Conf.room.
If the first test is false, callers are sent to a hunt group with 1 announcement that loops every 20 sec (or so).
in the "Queued" module for that hunt group, have another test for the same variable, if True, send to Conf.room
Moderator enters in a "secret" choice on the entry menu, he/she then sets that variable that opens the conference.
If you have loads of VMPro seats, you can skip the transfer to "holding area" hunt group thingy.
There are many ways to set this up, but keep in mind that the variable should reset to "closed" value after some time, so it doesn't stay open for ever.

The moderator's PIN is stored in the IP Office configuration file under the user's Voicemail Pro callback number (User>Short Code stored as P and PIN, such as P1234). The Voicemail Pro callback number as depreciated by the introduction of the outcalling feature. IP Office R8 formally introduced the addition of a conference moderator. Conference participants will be placed on hold until the conference moderator joins the call.

I've put in a request to Avaya to add a personal conference bridge number, they seem to think it's a good idea, so it may happen in a million years.
Also, the other day of doing this is the "moderated" conference bridge. If the meet me conference ID is the extension of a user, users will wait on hold until the moderator joins (from that extension). Works okay enough. I like Gunnaro's idea of the queuing in the group for a bridge. I'm going to have to give that a try, see if I can expand on it.

That said, my approach is more licenses-friendly. If one has a budget VMPro, get them out of the modules and into a holding area.
The check every 20 sec will only take a split sec and if all channels are taken, it waits for a later opportunity.
D00ner, I understand that it looks horrible, but please download some of the modules in the FAQ/Kyle section and dig into it.
Also, download the VMPro course, it's free and it gives you a good basic understanding.
It's like Lego, most parts fit together, and you can make wonders with it.

I've heard stories of them hooked up like that. Apparently someone hooked it up to the heater in their house "up north". He'd call it before he made the drive up there, and the house would be warm when he got there.

Ok, here it is, Conference Meet Me with parking zone while waiting for moderator to enter.
Tested and works good enough. Participants waiting will here MoH and a message when they are transferred into the conference room.
Consumes a minimum of VM channels, nice for those who don't have to many of them.
Pretty simple setup, no user variables, no jumping to other modules, it's all in one module.
Included English wavs with Scandinavian accent

When making the Hunt Groups "CONFQxx", activate Voicemail, set the Voicemail Answer Time to 1 sec, then deactivate Voicemail.

Thanks for this one Gunnaro, it is really sophisticated.
I made some things similar but I just used tricks like asking for the number of participants.
However, I have the same problem as I cannot find a way so that the users don't have to close the conference by typing a shortcode.
I have an idea, but I'm afraid having it auto close can get you into trouble.
- what if on participant drops out and can't re-enter
- lunch break/pauses
If one knows the amount of participants, the number of transfers could be counted and matched to the pre set value, but still not perfect.
I'll look into it later this evening.
