Masterpage items layer problem

Ok, here is my problem. My Items that I set on my Materpage (like pagenumbering) are getting covered by the pictures that I am using under a text, e.g. I tried around with the layers but that did't help. Is there a way that my masterpage items are in kind of a layer that is above all the other layers?

Master page elements are always on the bottom of the stack and their relative position to items placed on the page cannot be changed. If you want MP elements to appear on the top, you will have to manually insert them on the page.
