Manual speed-dial button config on 1608 phone 2

I can't understand if the following is possible and how to enable it.
Can a user manually setup/assign the number to be dialed on the Programmable buttons of a 1608?
I can't seems to figure it out.

It will need to be done through manager. the user cant set this up themselves.

but for speed dials they can just use the contacts button.

That's bad news. Users have a big list of Personal Contacts making it cumbersome to use for speed-dial.
On the other hand, all our users are mobile phones hence they tend to compare features. And will do it more often as mobile providers offer PBX like services over mobile links.
 
You can program a speeddail button without manager.
You need to go in to the menu of the phone (not the menu button) and add a button.
This is all in the user manual of the phone.

8.1 Self-Administer
This process is used to select and apply a function to a feature key. It can be used to replace or delete existing
functions.
1.Press the Features soft key if shown. To access the menu during a call, press the right arrow key (or press the
PHONE key and then press the Features soft key).
2.Use the up and down arrow keys to scroll the display to the option Phone User.
3.Press the Select soft key or the OK button or the right arrow key.
4.Use the up and down keys to scroll the display to the option Self-Administer.
5.Press the Select soft key or the OK button or the right arrow key.
6.Enter your login code.
7.Press the Done soft key.
8.The menu and buttons can now be used in combination to select and apply functions to buttons.

They want to use 5 of the 8 buttons to quickly establish a call (one touch) with their most common partners (external numbers). Since all tech work is outsourced the idea of having to open a request to change a keys number is not welcome.

As a side note: on Alcatel-Lucent abbreviated dialing refers to something somewhat different. We were trying it none the less but the phone's interface is to me counter-intuitive and dificult to use.
But alas job done. Users will be complaining for being difficult to follow but the options is there!
 
It is a big menu but with the user manual you can find it all :)
