M3904 will not hunt on transferred call

I have two M3904 sets that are programmed to forward and hunt to voice mail (7000). When calls are dialed to these extensions and they are busy they hunt just as expected. When calls are transferred to these extensions, and they are busy, they calls are not directed to voice mail and dump to the attendant. Forwarding always works correctly. One of the TN's is below. Can anyone see anything funky?

Get rid of the EFD and EHT

EFD and EHT were added as a stab in the dark to see if it made a difference. They didn't. I've removed them and changed to CFTD but the results are the same.

Forgive me but could it be human error (mis-transferring the call)?
 
We've tested it several times and always get the same result. If the destination TN is not busy it forwards. If it is busy it goes to the attendant.

 
Now I feel a little stupid. It turns out that HUNTing is not happening properly on any phone when a call is transferred to a busy extension. The calls are being sent to the VM system (Active Voice Repartee) but the VM doesn't seem to recognize the extension and treats it as though there was no voice mail box.

Is there setting that would cause the PBX not to pass the extension information on a HUNT?

I think LHK (last hunt key) should at least be 1, not 0.
 
How does the Active Voice Mail connect to the CS1K? Analog or digital ports?
 
The Active Voice is connected via digital ports.

I think we found a fix. Changing the option for XFER in CPDN from T to FNA seemed to fix the problem. I'm not sure if this will have any other negative effects so we'll just monitor for awhile and see how it goes.
